Every time a problem in society persists, we hear the excuse--and I stress the word "excuse"--that the budget has been cut. I'm convinced, by what I see and hear from legislators and chief law enforcement officials that there is no real interest in improving the scandalous state of deterioration of our everyday lives with regard to criminal activity. Eliot Ness, according to his biography, took on the task of fighting Chicago crime and pulled it off successfully. He, along with his team of dedicated enforcers of the law, cleaned up much of Chicago's crime. In all of the accounts I read of that era, not once were the budget cuts used as an excuse for everyday living conditions growing worse. My point: Ness wasn't truly qualified for such a task. But he was given the chance. In the January 28th edition of The Waterloo Courier, I read what lawmakers had to say in the article titled, Mental Health Treatment... The bottom line is that with the budget cuts, nothing can be done about the very serious problem we have of repeat offenders being put back on the streets. I'll cut to the chase. The statement from Representative Ras Smith, regarding our need for earlier intervention was a show of plain, old-fashioned common sense. There are people in our community who are qualified--despite the gate-keepers holding them back--to intervene, successfully with the young offenders before they enter the system. Officials who say No to that intervention do not have the community's best interest at heart.
